Parliament: Amendment on ‘Digital Care II’ tabled

The elaboration of the program “Digital Care II” provides – among others – an amendment of the Ministry of Education and Religions submitted to the bill of the Ministry of Development and Investment entitled “Development Law – Greece Strong Development”.

The bill is introduced for discussion in the plenary session of the Parliament next Tuesday 25/1, and is expected to be voted the next day, January 26, 2022.

Specifically, the amendment regulates the following:

1.a. The preparation of a Program entitled “Digital Care II” is foreseen, in order to strengthen the teaching staff and the members of Special Teaching Staff – Special Auxiliary Staff working in structures of primary and secondary education through a system of checks, which will be made available to the beneficiaries for the purchase of technological equipment.

The aforementioned Program is implemented by the “Information Society SA”, is funded by the Recovery and Resilience Fund at the expense of S.A.T.A. 047 of the Public Investment Program (PIP) of the Ministry of Education and Religions.

b. Beneficiaries of this Program may be pupils, students, trainees, teaching staff of all levels of education and members of the Special Teaching Staff – Special Auxiliary Staff affected by the fires July / August 2021 (article e32021 of from 13.8.2021 PNP ratified by article 2 of law 4824/2021).

c. With etc., issues of operation and execution of the above Program are regulated (conditions, criteria, beneficiaries, procedure, terms, time and competent bodies of implementation, issues of management, monitoring, financing, etc.).

2. The violations provided in the existing provisions for private education are redefined (article 41 of law 682/1977), by adding to them the non-evaluation of the structures, the educational work and the teachers of the private schools.

3. The obligation to submit, for the admission to higher education, only the computerized report of article 4C of law 4186/2013 (computerized report) extends for the academic year 2022 – 2023 (provided only for the academic year 2021-2022) first phase).

4. The deadline for the issuance of the Financing and Management Guides (article 68 of law 4485/2017), for all Special Accounts of Research Funds (EL), is extended from its expiration (31.12.2021) until 30.6.2022. K.E.) of Higher Education Institutions (A.E.I.), of Research University Institutes (EPI), of research centers, institutes and technological bodies of competence of article 13A of law 4310 / 2014. At the same time, the maintenance of the existing Financing Guides is foreseen, insofar as they do not contradict the provisions of articles 50 to 68 of law 4485/2017.

5. The possibility of extension is provided, by decision of the competent body, retroactively from 31.12.2021:

a. of the submission deadline (submitted by the end of January of the year preceding the agreement), to the Supreme Council of the National Higher Education Authority (ETH.A.A.E.), of the proposal of the program agreement of the relevant HEI. with the Ministry of Education and Religions, during the first application of article 15 of law 4653/2020,

b. the completion of the certification process of the study programs provided by Departments of schools (article 59 of law 4653/20120) and for a period not exceeding two (2) years.
