Parliament: Positive opinion of the bodies for the Unified Public Procurement Authority

According to the interested parties, the bill of the Deputy Prime Minister, Panagiotis Pikrammenos, entitled “Unified Authority of Public Procurement”, which was accepted in principle by the majority of the competent parliamentary committee, Public Administration, is in a positive direction. and Justice. It is noted that the bill merges into a Unified Public Procurement Authority, the National Independent Public Procurement Authority (EAADISY) and the Authority for the Examination of Preliminary Appeals (AEPP).

The director of the Business Environment and Regulatory Policies section of the Association of Enterprises and Industries, Michael Mitsopoulos, described the government’s legislative initiative as “important”. The creation of a unified scheme promises the necessary efficiency, so that the country can cope with the increased demands associated with the Recovery Fund, said Mr. Mitsopoulos.

The legal advisor of the Central Union of Greek Municipalities, Theodora Alexiou, said that it is in the positive direction to have a single Authority for resolving the issues of public procurement.

The president of the Association of Greek Research Offices, Despina Kallidromitou, said that the merger of the two authorities, according to the provisions of the bill, endangers the developmental character of EADISY until today, despite the provision and transfer of all responsibilities of the Authority. due to the obvious voluminous material of adjudication of objections and appeals but also the inelastic times of issuing decisions on them.

The president of the Panhellenic Association of Civil Engineers, Michalis Daktilidis, said that the bill is “redemptive” for the productive field of public procurement, expressing the opinion that the decisions of the GNP, “judging by the result, were”.

The president of the EAADISY Employees’ Association, Alexios Tattis, expressed the concern that the new unified Authority will deal, mainly with the issues of the legality of the stage of awarding public contracts, with the risk that gradually the responsibilities of the old EADDISY who supported the market, but also the contracting authorities, gradually weakened.

The president of the Association of Special Scientific Personnel AEPP, Elias Hatzilias, said that he supports the initiative of the Deputy Prime Minister, proposing at the same time – among other things – not to exclude the special scientific staff of the new Authority from research and teaching activity, and not to concentrate and responsibilities in the person of the chairman of the Unified Public Procurement Authority.

On behalf of the Society for the Study of Public Law, Ioannis Pitsioras said that it is very positive that the authorities are merging, because this avoids overlapping responsibilities and confusions of possible responsibilities.

The chairman of the committee for elaborating the legislative framework for the Independent Authorities, Costas Menoudakos, expressed the opinion that this dispersion of responsibilities to various Independent Authorities should stop, which, many “should have been exercised by the ministries themselves, not by some bodies next to “In ministries or supervised by ministries. And so the government that is responsible for exercising these responsibilities, to abdicate this responsibility and delegate them to some other Authorities.”

It is noted that ND was in favor of the principle of the bill, SYRIZA, the Movement for Change and the Hellenic Solution reserved, while the KKE and the MERA25 voted against.
