Parliament: The signing of the study contract for the Special Urban Plan of the Municipality of Minoa Pediada in May

In May, a contract will be signed with the contractor of the study for the Special Urban Plan of the Municipality of Minoa Pediada, which includes the earthquake-stricken Arkalochori, with a budget of 1.4 million euros (+ VAT) and a delivery time of 10 months, according to What the Deputy Minister of Environment and Energy Nikos Tagaras said, answering in the Parliament, a topical question of the SYRIZA MP Haris Mamoulakis, for the urban planning of the government for the earthquake-affected area of ​​Arkalochori.

Within the framework of the Urban Reform Program “Konstantinos Doxiadis”, which we have included in the Recovery Fund for spatial planning – urban planning for over 70% of the Territory, we have in the first – of the four cycles – the Special Urban Plan of the Municipality of Minoa – Pediadas “, said Mr. Tagaras and pointed out that” the Special Urban Plan is the most modern and appropriate urban tool at our disposal today, to deal with the consequences of natural disasters, as it allows us to adapt the design throughout the affected area “. As the Undersecretary pointed out, the Special Urban Plan includes all those studies (Strategic Environmental Impact Study, Geological Suitability Study, Stream Boundaries, etc.) that are necessary to shield the area and ensure its rapid environmental development.

As SYRIZA MP Haris Mamoulakis pointed out that more than half a year has passed and the citizens of Arkalochori “remain refugees in their own place”, the Deputy Minister of Environment referred to the actions taken after the catastrophic earthquake.

As Mr. Tagaras informed the national delegation in particular, a few days after the earthquake, the ministry informed the TEE in writing, on 19-10-2021, that due to the seismicity of the Minoa Pediada area and its declaration of a state of emergency, tender for the Special Urban Plan of the Municipality of Minoa Pediada should follow the procedure governed by article 32 paragraph 2 case c ‘of law 4412/2016 (negotiation without prior publication).

Then, on 23-11-2021, the ministry sent an invitation to three (3) specialized offices with great experience to participate in the tender process for the elaboration of the study of the Special Urban Plan of Minoa Pediada.

The invitation was sent to:

* ROIKOS CONSULTING ENGINEERS SA

* ΕΡΑΤΟΣΘΕΝΗΣ Α.Ε.

* ILIDA CONSULTING ENGINEERS SA

At the meeting of 23-11-2021, the Steering Committee of the TEE approved the expediency of resorting to the process of simple negotiation for the elaboration of the Special Urban Plan of Minoa Pediada (Decision A18 / Σ38 / 2021).

Before the end of the year, KESYPOTHA approved the elaboration of the Special Urban Plan of Minoa Pediada during its 23rd Meeting (Act 96) which took place on 16-12-2021.

On 14-1-2022 the electronic tender was published in the National System of Electronic Public Procurement (ESIDIS).

The closing date of the electronic tender was set at 1-2-2022, when the bids were unsealed.

On 2-2-2022, the candidate contractors were notified of the list of participants in order of bidding.

Then, after the control of the supporting documents of the candidate contractors was completed and the respective minutes were prepared by the Tender Committee (Minutes I / 03-03-2022), on 23-03-2022 they were notified of the decision of the TEE Steering Committee for the evaluation of the supporting documents of the Financial Bids of the electronic tender (Α3 / Σ8 / 2022).

After the inactivity of 10 days for the submission of preliminary appeals against the Minutes of the Tender Committee, on 4-4-2022 an electronic invitation was sent to the temporary contractor (ERATOSTHENIS SA) for the submission of his supporting documents within 10 days, ie on 14-4 -2022.

On 13-4-2022, the temporary contractor sent electronically the available supporting documents, requesting an extension for the submission of the remaining supporting documents (certificates of the court of first instance), which was given to him the following 14-4-2022.

Therefore, said Mr. Tagaras, “after the declaration of the Municipality of Minoa Pediada in a state of emergency, due to the catastrophic earthquake, especially in the area of ​​the Municipal Unit of Arkalochori, the process for the preparation of the Special Urban Plan in the affected area began immediately.”

SYRIZA MP Haris Mamoulakis underlined that the SYRIZA government bequeathed an important tool, the law that allows ad hoc, careful urban and spatial movements to proceed. He said, however, that today there is ambiguity in the approach of the current government, given that after more than 7 months, carelessness and delay have created many problems. Mr. Mamoulakis referred to data according to which the inhabitants in the specific area were 4,300 in 2011 but today it is 2,700. “The procedures must be accelerated. With each passing day, the risk of desertification of the area is growing,” said the SYRIZA MP.
