Parliamentarians consider attaching PEC of aid to another in the Chamber to speed up voting

Parliamentarians are considering attaching the Proposed Amendment to the Constitution (PEC) that provides for the recognition of the state of emergency in 2022 and a package of BRL 41.25 billion in aid to another PEC in the Chamber of Deputies to expedite its vote.

The PEC was approved, in two rounds, on the night of this Thursday (30) in the Senate plenary and is now being analyzed by the Chamber of Deputies.

The text creates an aid of R$ 1,000 for truck drivers and an as yet undefined amount for taxi drivers, in addition to expanding Auxílio Brasil to at least R$ 600 per month and the gas voucher to around R$ 120 each two months. These measures would be valid until December 31 of this year.

An alternative that is already being studied by parliamentarians is to attach it to another one already being processed in the Chamber so that it does not take so long to be voted on in the plenary by federal deputies.

One possibility is to use the PEC for biofuels, which seeks to maintain tax competitiveness of these products against fossil fuels, for example. Currently, the text is analyzed in a special committee in the Chamber.

The intention of the rapporteur, deputy Danilo Forte (União Brasil-CE), is to present and vote his opinion next Wednesday (6) in the collegiate. Afterwards, it will go to the plenary agenda, still without a certain date.

A PEC can go directly to a vote in the Chamber’s plenary if it is attached to another related or correlated PEC that is already ready to be discussed in the plenary. Therefore, it would not need to go through a special commission or the CCJ (Constitution and Justice Commission).

The president of the Chamber, Arthur Lira (PP-AL), has already facilitated voting in the plenary of the House in recent weeks by allowing biometric registration to be waived in sessions and deliberative meetings convened for Mondays and Fridays. In other words, this allows plenary sessions to be held on these empty days in Congress without the deputies being in Brasília.

In addition to facilitating the voting of matters during the electoral period, the measure also speeds up the counting of deadlines for processing PECs.
