The Supreme Court of Brazil ruled to restrict access to Telegram due to non-removal of prohibited content. The creator of the messenger, Pavel Durov, explained this by a mistake with sending work letters.

We seem to be having an issue forwarding emails between our corporate addresses on Telegram.org and the Brazilian Supreme Court. As a result of this misunderstanding, the court ruled to block Telegram for not responding. On behalf of our team, I apologize to the Supreme Court of Brazil for our negligence. We definitely could do better.

At the end of February, we complied with an earlier court decision and, in response, offered to send content takedown requests to a dedicated email address in the future. Unfortunately, our reply must have been lost because the Court used the old general purpose email address in further attempts to contact us. As a result, we missed his decision at the beginning of March, which contained an additional takedown request. Fortunately, we found and processed it, submitting another report to the Court today.

He stated that tens of millions of Brazilians use Telegram to communicate with family, friends and colleagues. In this regard, Durov asked to consider postponing the decision for a few days at his own discretion in order to “allow Telegram to rectify the situation by appointing a representative in Brazil and creating a basis for a quick response to future pressing issues like this.”

The last 3 weeks have been unprecedented for the world and for Telegram. Our content moderation team has been inundated with requests from various parties. However, I am confident that once a reliable communication channel is in place, we will be able to efficiently process requests to remove public channels, which are illegal in Brazil.
