Pavel Durov spoke about the disclosed data of Telegram users

Telegram founder Pavel Durov provided statistics on processed legal requests from a number of countries for the disclosure of user data for 2024.

According to him, in accordance with the Privacy Policy in most jurisdictions, the messenger can, in response to a legitimate request from the authorities, disclose the IP addresses and/or phone numbers of criminals. This practice has been going on since 2018 and is not an innovation for Telegram.

“In Brazil, we disclosed data on 75 legal requests in the first quarter of 2024, 63 in the second and 65 in the third. In India, our largest market, we satisfied 2,461 legal requests in the first quarter, 2,151 in the second and 2,380 in the third,” Durov said.

He noted an increase in the number of valid legal requests from the EU in the third quarter of 2024. This happened because law enforcement began to use the “right line of communication.” Durov previously mentioned that Telegram has an official representative in the EU and a hotline to combat the threat of terrorism in France.

Users can independently check the number of processed requests from the authorities of their country through the @transparency bot.

The entrepreneur emphasized that the latest changes to the messenger’s Privacy Policy were related to its optimization and unification.

“Our core principles have not changed. Telegram was created to protect activists and ordinary people from corrupt governments and corporations, but we do not allow criminals to abuse our platform or escape justice,” the creator of the messenger added.

On August 24, French authorities detained Pavel Durov as part of an investigation opened on July 8 against an “unidentified person” under 12 articles.

The latter include the illegal provision of cryptographic services, refusal to cooperate with law enforcement officers, complicity in the distribution of child pornography, assistance in drug trafficking and organized crime groups.

On August 28, Durov was placed under judicial control with bail of €5 million and an obligation to appear at the police station twice a week. He is prohibited from leaving French territory until March 2025.

In his first post after his release, Durov announced enhanced moderation on Telegram.

In September, the messenger began to quickly process and respond to legal requests from European authorities.
