Pavel Durov to Strengthen Moderation in Telegram

The founder of the Telegram messenger Pavel Durov published first post after his release. In it, he thanked the community for its support and expressed surprise that he had to bear personal responsibility for the wrongdoing of third parties.

“Using the laws of the pre-smartphone era to accuse a CEO of crimes committed by third parties on the platform he controls is a misguided approach. No innovator would create new tools if he knew that he could be personally liable for the potential abuse of these tools,” Durov wrote.

He said Telegram has multiple channels for law enforcement to contact, including an official representative in the EU and a hotline to combat the threat of terrorism in France.

He noted that Telegram is ready to leave markets that are incompatible with the company’s principles of protecting people’s fundamental rights, especially in places where these rights are violated.

“When Russia demanded that we hand over the ‘encryption keys’ to ensure surveillance, we refused — and Telegram was banned in Russia. When Iran demanded that we block the channels of peaceful protesters, we refused — and Telegram was banned in Iran,” the messenger’s creator wrote.

Durov spoke about the removal of “millions of malicious posts and channels every day.” Along with this, he acknowledged that the growth to 950 million users affected the quality of moderation, but the messenger team is already working on optimizing processes.

On the evening of September 5, Telegram updated its FAQ section on inappropriate content and removed information about chats being confidential and data not being shared with authorities.

On August 24, French authorities detained Telegram founder Pavel Durov at Le Bourget Airport as part of an investigation opened on July 8 against an “unidentified person” under 12 articles.

The latter include the illegal provision of cryptographic services, refusal to cooperate with law enforcement, complicity in the distribution of child pornography, assistance in drug trafficking and the activities of organized crime groups.

On August 28, Durov was placed under judicial control with bail of €5 million and an obligation to report to the police twice a week. He is prohibited from leaving France until March 2025.
