PEC excludes Army works from the spending ceiling

The rapporteur for the PEC do Duplo, Alexandre Silveira (PSD-MG), made one more exception for Union expenses in the spending ceiling rule: works carried out by the Army.

The proposal is to exclude from the ceiling expenses with “direct execution of engineering works and services”, which are funded by transfers from states and municipalities to the Union”.

“This will allow works to be carried out by the Army construction engineering battalions in agreements with states and municipalities”, says the text.

As found out by CNN the Army had been demanding that its works also remain outside the ceiling, as is being proposed for donations received by universities or money from multilateral bodies destined for infrastructure works.

For Marcos Mendes, a specialist in public accounts, the device can be a “jabuti” – a definition used in Brasilia for something foreign to legislation. “In practice, what can happen is an increase in transfers to the participation funds of municipalities, for example, with the return of money to the Union to spend outside the ceiling.
