PEC is a nod to the resumption of investment in the social sector, says economist of the transition group

In an interview with CNN this Thursday (17), the economist of the transition group of the elected government, Guilherme Mello, stated that the PEC of the Burst is a nod to the resumption of investment in the social sector.

According to the text of the published draft, the overflow in the spending ceiling could reach BRL 198 billion: BRL 175 billion from the Bolsa Família program and another BRL 23 billion in extraordinary revenue that would be directed towards investments, in addition to undefined amounts of donations for universities and environmental programs.

“This number [total de gastos] it is less relevant if we think about the issues that are underlying the proposal: the guarantee that the resources for Bolsa Família are not subject to recurring renegotiations within parliament and, therefore, do not generate uncertainty for those who receive them. Those who receive it are guaranteed that they will have this income. And also a nod, in the sense of valuing, the resumption of public investments that are at the lowest level in history ”, he said.

According to the economist, the proposal is fundamental and necessary, as it guarantees the poorest resources for survival.

“This PEC is fundamental and necessary, as the current government, which is in good health, bequeathed a very serious fiscal scenario to the Lula government, that is, if you look at the budget sent by the Bolsonaro government for 2023. There are no resources for the Bolsa Família de R $600, there are no resources for Farmácia Popular, there are no resources for cancer treatment, for HIV treatment, there are no resources for Minha Casa, Minha Vida. […] Those people [os mais pobres] they need to have the guarantee that the resources they need to live are guaranteed and assured”, he said.

Mello also said that the deadlines, allocation of amounts and the size of the PEC will be discussed by Congress.

On Wednesday night (16), the general rapporteur for the 2023 Budget, senator Marcelo Castro (MDB-PI), stated that the greatest difficulty in relation to the PEC is not the procedure, but reaching a consensus on which the ideal text among parliamentarians.

Castro highlighted that the text presented by the transition team is just a “suggestion”, and that the text of the PEC will be presented by the Senate.
