PEC on Benefits Rapporteur maintains Senate text and says committee can vote this Tuesday

The Rapporteur of the PEC of Benefits in the Chamber, Deputy Danilo Forte (União/CE), said this Tuesday (5th) that the House will try to vote on the text of the proposal in a special commission later this Tuesday.

“If there is time and conditions, I think we can vote on the PEC even today in the commission,” he said during a press conference.

The rapporteur also explained why he chose to keep the Senate text, which does not include app drivers among those benefited by the text. According to Forte, the decision was made for “operational reasons”, which would make it difficult for these workers to attend.

“We do not have official control over this sector, this segment of workers. The apps themselves don’t give us the information we need to do this control. Even because there are other issues linked to the labor issue that prevent them from providing this data,” he said.

Forte said that he responds to a request from the president of the Chamber, Arthur Lira, to speed up the process. “Due to the need to complete the PEC by the 15th, because parliamentarians go out for recess,” he said.

The rapporteur’s text also maintains the state of emergency in the opinion. “The Senate resolved the electoral issue with the text,” he said.

The emergency decree in the PEC, in practice, serves as an additional safeguard to shield the government from possible accusations of violating legislation that prohibits the creation of new benefits to the population in an election year.

There was an expectation among parliamentarians that the emergency decree would be excluded from the text, as it is, in the words of experts, a “blank check”. This is because the emergency situation allows the government to create extraordinary credits, protected by a dome.

The Benefits PEC, as it is known, makes the spending ceiling flexible and releases more than R$41 billion for the government to create and expand social benefits.

The text provides for the recognition of the state of emergency in 2022 in the country – which, in practice, authorizes the flexibilization of the creation of the aid package.
