The Constitution and Justice Committee of the Chamber of Deputies approved, this Tuesday (24), a request for a public hearing presented by Congresswoman Maria do Rosário (PT-RS) to discuss PEC 206/19, on the collection of tuition fees at universities. public. The proposal was included in the CCJ agenda, but will not be voted on before this discussion in hearings, which there were no differences to be approved.

After the repercussion of the theme, students attended the Chamber and protested asking for the removal of the PEC agenda.

During the Commission, deputy Paulo Teixeira (PT-SP) defended the broad debate on the topic, affirming that the proposal is unconstitutional, and that it would be a step backwards to have such a charge.

“Exactly at the moment when the poorest entered the university, when black people entered the university, when people from the periphery entered public universities through the quota system, there they wanted to charge. Now, if there are people who can afford to pay monthly fees, the income tax increases. Make a tax and not charge the poor who went and finally managed to get into the university,” said Teixeira.

The proposal’s rapporteur, deputy Kim Kataguiri (União-SP), who is on medical leave, confirmed to CNN that the proposal would no longer be voted on this week and released a note justifying the report presented.

Kataguiri stated that the proposal, after being discussed in a special committee, public hearings, two shifts in the Chamber and Senate Plenary Sessions and enacted, will not charge tuition from all students, only from those who prove that they can pay.

“It is absolutely false that from a possible enactment of this PEC, all public university students will pay tuition or even that universities would be being privatized. Those who can’t pay, don’t pay, and what is collected from those who can pay can still be reversed in aid and scholarships for those who can’t pay.
