Peru: Sixth prosecutorial investigation against President Castillo

Peruvian justice today launched a sixth preliminary investigation against the country’s president Pedro Castillo, this time regarding allegations of corruption in the awarding of public works that also implicates the former housing minister.

“The Attorney General ordered the opening of a preliminary investigation against the President of the Republic Pedro Castillo and Gayner Alvarado (former Minister of Housing) for the alleged offense (…) of the criminal organization,” the prosecutor’s office said on Twitter.

At the center of the investigation are contracts for public works in the provinces of Cajamarca (where Castillo is from) and Cachataba (north of the capital Lima).

Jennifer Paredes, President Castillo’s sister-in-law, businessmen Hugo and Angie Espino and Anguia Mayor Jose Nenil Medina were arrested this week in connection with the case.

The prosecution accuses this group of creating a ring of corruption and money laundering under the leadership of President Castillo.

Paredes appeared before judicial authorities on Wednesday after her arrest warrant led to a search of the presidential palace, the Castillo family residence and the presidential couple’s home in Cajamarca.

The Peruvian prosecutor’s office has launched five more investigations against President Castillo, something unprecedented in the country’s history. The cases concern fuel market influence by the state-owned Petroperu company, alleged obstruction of justice in the ouster of the interior minister, allegations of corruption and collusion in public works, influence in a military promotion file, and plagiarism in his university thesis.

The prosecution believes that there is strong evidence that Pedro Castillo is the head of a “criminal organization” in which his political and family environment is involved.

Protected by his presidential immunity until the end of his term in 2026, he cannot be charged and brought to trial. In addition to the legal problems, Pedro Castillo has faced two impeachment attempts in Congress with the question of impeachment. In a recent poll, 74% of respondents had a negative view of the country’s governance, which has seen three changes of prime minister and seven changes of interior ministers in just over a year.
