Petrobras president warns of diesel shortage risk in 2nd semester

The president of Petrobras, José Mauro Coelho, sent a letter to the National Petroleum Agency warning about the “high risk of diesel shortages in the Brazilian market in the second half of 2022”. The document was obtained by CNN .

The decision to officially inform the government was taken at a meeting of the state-owned company’s Board of Directors last Tuesday (25), after a long debate on the subject.

“Given the scenario of global shortage of diesel and the schedule of scheduled stoppages of refineries – despite the company’s best efforts, Petrobras understands that there is a high risk of shortage of diesel in the Brazilian market in the second half of 2022. In addition, there are also major uncertainties regarding the levels of international quotations for the product in this context of scarcity”, explains José Mauro Coelho.

Members of the company’s board of directors pointed out that the greatest risk of shortages would be in mid-September this year, close to the presidential election.

In a note, the Ministry of Mines and Energy informed that it will hold this Friday (27), “an ordinary meeting, in accordance with the provisions of Ordinance No. Fuels and Biofuels. The meeting will be attended by representatives of the ANP and Petrobras, members of the committee.”

In the document sent to the government and the ANP, Petrobras lists risk factors such as low inventories from large suppliers or consumers, such as the United States, Europe and Singapore, the Ukrainian War that took Russia out of this market, the use of its own inventories to compensate for the lack of Russian diesel in the Middle East and India, the increase in freight costs and the eventual unavailability of refineries.

In the case of the United States and the Caribbean, the hurricane season may be the reason why refineries that produce diesel may stop operating.

In the case of Brazil, refineries have been working at close to maximum capacity and may be out of operation due to technical downtime for maintenance.

In conclusion, Coelho asks that the ministry and the agency “evaluate structured actions aimed at securing the national supply of diesel oil in the second half of 2022”.
