PM refuses help and kicks young black man threatened by armed man in SP

The São Paulo Military Police are investigating the case of a police officer who appears in a video refusing help to a young black man who was threatened by an armed man. The case happened last Sunday (12) in front of the Carandiru metro station, in the north of São Paulo. In addition to refusing, she even attacked the young man with a kick to the stomach.

The video, broadcast by the Ponte Jornalismo portal and to which the CNN had access, it was recorded by a photographic reporter who was passing by at the time of the confusion. He preferred not to identify himself.

In the images, it is possible to see a man hold the black boy by the neck while offending him numerous times. Other people present at the scene shout phrases such as “don’t steal” and “there are jobs for everyone, go look for a job”.

Moments later, a man pulls out a gun and threatens to shoot the young man. To prevent him from being shot, a woman, who refers to the armed man as “Paulo”, stands between the young man and the armed man. Angry, he asks if she is “going to defend a thief”.

The author of the video said, in conversation with the CNN who later asked the man if he was a police officer, but he did not respond, claiming only that he owned and carried a weapon.

At another point in the video, the woman who appears in the images tells the armed man to “put the gun away” because “the children are watching”. You can hear a child crying and saying “let’s go, dad”.

One of the people who witnessed the scene at the scene was a military police officer, who watched the events leaning against a wall. When asked by the cameraman if she would not intervene, she just gestures and says “call 190”. When the black boy approaches the police officer to ask for help, she denies it and says she is off duty. Then, she pushes the young man away with a kick to the stomach.

Police threats

At the end of the video, after the young man manages to leave, the cameraman questions the police officer again, and asks what the police are for, at which point the police officer gets excited and attacks him. “If you talk to me like that, I will arrest you,” he says. “If you’re from the press, I’m from the police, respect me.”

The video ends after the reporter asks whether the police officer was not committing malfeasance, a crime committed by public officials who fail to perform or unduly delay acts that are obligations of their positions.

“She comes and grabs me by the neck, that’s when the video stopped,” the reporter told CNN . “She immediately let go, we continued arguing for about 15 seconds, but seeing that I was in the minority, he was armed, the situation was a bit tense, I preferred to turn my back and walk away.”

Omission

According to the Disciplinary Regulations of the Military Police, it is the duty of agents “to act wherever they are, even if they are not on duty, to preserve public order or provide assistance, as long as there is not, at that time, sufficient service force”.

When contacted, the Public Security Secretariat informed in a note that, “if confirmed, the case will be treated as a serious disciplinary transgression, as the omitted behavior recorded on video does not comply with society’s expectations, much less with the responsibilities of the security professional. public”. When asked whether the armed man would be investigated, the SSP did not comment.
