Police confirm that NGO president killed secretary in SP

The Civil Police revealed new evidence that proves the participation of the president of the non-profit organization Association of Parents and Friends of the Exceptional (APAE) of Bauru, Roberto Franceschetti Filho, in the murder of Claudia Regina da Rocha Lobo, executive secretary of the institution.

The employee of the entity for 20 years was caught by security cameras leaving the APAE headquarters for the last time on the afternoon of the 6th of this month. Since then, the worker has not been seen again.

During a press conference held on Monday afternoon (26), the police released images from security cameras that show Roberto with Claudia on the same day of her disappearance.

According to the investigation, at 3:10 pm that day, Claudia’s car was parked in front of a lot. In the images, Roberto, who was in the passenger seat, takes the wheel of the vehicle, while Claudia moves to the back seat.

According to the police, the change of seats was crucial to the investigation, as blood stains were found exactly in the position where Claudia was sitting.

The employee’s disappearance was reported by her family on August 6, when the police began investigations, including analyzing security cameras that traced the vehicle’s route.

According to the São Paulo Public Security Secretariat (SSP-SP), Roberto Franceschetti was arrested on August 15 after the police requested his temporary arrest for 30 days.

During the arrest, which occurred when he went to the police station to take possession of the secretary’s belongings, such as her notebook and cell phone, the president of the organization seemed surprised, but ended up informally admitting that he killed Claudia.

Involvement in crime

In addition to Roberto, a second APAE employee, who was in charge of the warehouse, confessed to having participated in hiding the body. He stated that he was coerced by the then president, who threatened him and ordered him to incinerate the body on a farm used by the NGO to burn useless materials.

This employee reported that he returned to the site on August 10 to rake and separate the victim’s remains, at Roberto’s request. According to the organization’s management, he was removed from his duties from the moment the suspicions were raised.

“Mismanagement and financial conflicts of interest”

Investigations conducted by the 3rd Homicide Division of Bauru reveal that the motive for the crime may be related to “poor management, misappropriation of funds and a power struggle within the institution.”

According to the officer in charge of the case, Cledson Nascimento, the police are also investigating the requests for financial advances made by Claudia, which Roberto Franceschetti mentioned in his initial statement. He reported that the employee had been asking for large sums of money to help a relative who was allegedly in prison, but that he refused to release the latest request, for R$40,000.

At the time of the incident, Claudia’s vehicle was found abandoned with a case of ammunition inside. During the execution of the warrants against Roberto, a weapon of the same caliber as the case was seized at his residence.

On August 20, the expert report confirmed that the capsule found in the employee’s car was compatible with Franceschetti’s weapon, a Taurus .380 caliber pistol.

In addition, searches carried out at the organization’s headquarters resulted in the seizure of documents and objects that may be linked to the crime.

Despite indications of mismanagement and conflicts of interest between the president and the secretary, the Civil Police continue with investigations to determine all those involved and the definitive motive for the murder.
