Two immigrants who worked as street vendors were shot with a stun gun by Military Police officers, last Saturday (18), on Rua Barão de Ladário, in Brás, central São Paulo.
Those involved, of Haitian and Senegalese origin, had their goods seized by the team during Operation Delegated, which aims to combat and monitor irregular street trading in the capital.
According to the Public Security Secretariat, there was resistance during the seizure of the goods, which was why it was necessary to use force by thepolice officers.
The immigrant from Senegal was shot in the head, close to the eye, with a stun gun. He fell twice. During his second fall, he was kicked by another police officer. The Haitian was hit in the back.

The two victims were taken to the Mooca Emergency Care Unit (UPA), in the east zone. The Haitian was released around 8pm and was then taken to the 8th Police District to file a police report, in which his conduct was recorded as contempt.
The Senegalese man spent more than 24 hours in the health unit undergoing surgery to remove the cartridge that was lodged in his head. The two involved are free.
The Gaspar Garcia Center for Human Rights stated that there was excessive use of force by agents of the São Paulo Military Police.
The São Paulo Public Security Secretariat (SSP-SP) informed in a note that it analyzes the images of what happened and will take all appropriate measures if any type of irregularity is found.
In the note, the agency said that the use of neuromuscular incapacitation weapons is an alternative to the use of firearms. “These weapons, considered to have less offensive potential, interfere with the nervous, motor and sensory systems, temporarily incapacitating the individual”, he explains.
“The guidelines recommend that the officer target large areas of the body, such as the torso (except the heart region), abdomen, thighs and legs. Shooting the head, neck, upper chest or sensitive areas is contraindicated due to the greater risk of injury”, concludes the note from the Public Security Secretariat.
