Police officer arrested for Marielle's death knew about the crime and made a demand to cover up the masterminds

Delegate Rivaldo Barbosa, former Director of the Homicide Division of the Civil Police of the State of Rio de Janeiro, arrested yesterday morning (24) for his involvement in the death of councilor Marielle Franco, acted to hinder investigations and demanded that the “murder not happened on the commute or to the Rio de Janeiro City Council”, according to the document.

According to the decision that also called for the arrest of brothers Domingos Brazão and Chiquinho Brazão, the police chief was an essential cog in the plan carried out on March 14, 2018, which resulted in the death of the councilor and driver Anderson Gomes.

For the police, Barbosa, who at the time the crime was planned, was head of the Rio de Janeiro Homicide Division, would have contributed to “preparing the crime, actively collaborating in the construction of the execution plan and ensuring that there would be no repressive action by the Civil Police”, according to the document.

In addition to allegedly receiving money for participating in the plan that ended with the councilor's death, Barbosa allegedly sought political gains to agree to act in the manipulation of investigations into the crime.

The delegate was elevated to the top position in the Rio de Janeiro Civil Police in March 2018 and participated in the appointment ceremony for the position on March 13, the day before the councilor and driver Anderson Gomes were murdered.

The execution plan

In 2017, the Brazão brothers were dissatisfied with the performance of Marielle Franco in the city council, who asked the population not to buy lots in militia areas.

The Brazãos, according to the police, are involved in various criminal activities, including activities with militias and land grabbing in the Oswaldo Cruz area, North Zone of the capital of Rio de Janeiro, the family's electoral stronghold.

Marielle's death was decreed at a meeting that took place in the second half of that year. At the meeting, it was decided that a person would be infiltrated into the Psol ranks and would be responsible for providing details about the councilor's activities and also about the routes used by her and the driver.

The plan of Brazão and delegate Barbosa also included militiaman Ronnie Lessa, who was defined as one of the executors, under the promise of inheriting land and controlling illicit activities, and began following in the victim's footsteps.

The documents also reveal that the police chief met with Lessa on a second occasion and insisted that the murder could not happen on Marielle's work route, as he feared that the crime would be “classified with political connotations, putting pressure on the police forces to respond. efficient”, according to the document.

The night of the crime

A call from a Psol infiltrator indicated that Marielle would be at an event called “Casa das Pretas” on March 14, 2018. That night, Lessa summoned Elcio Vieira de Queiroz, who also participated in the plan and who had contact with the Brazão brothers , due to the actions of another militia member, identified as a link between the family and crime since the 2000s.

After that, Lessa looked for the weapons used in the crime and met with Queiroz, leaving for the city center, where the event at which Marielle was present was taking place.

At the scene, the pair waited for Marielle to leave the event and get into the car. They accompanied the victims on a journey of approximately three kilometers, where they paired up and shot dozens of times. Marielle and driver Anderson died instantly.
