Policeman’s death was the basis for occupation in Salgueiro, according to PM report

The internal report of the Special Operations Battalion (BOPE) of the Military Police of Rio de Janeiro, on the operation that ended with nine deaths in Complexo do Salgueiro, last Sunday (21), in São Gonçalo, states that the death of sergeant Leandro Rumbelsperger da Silva, the day before, was one of the reasons for starting the action.

The data appears in the field “justification of the absolute exceptionality of the operation”. The item exists because Rio de Janeiro is under the effects of the judgment of the Allegation of Non-Compliance with a Fundamental Precept (ADPF) 635, by the Federal Supreme Court (STF).

The regulation establishes restrictions on carrying out police operations in the state’s favelas during the Covid-19 pandemic. They can occur, provided that in exceptional cases and if communicated in advance to the Public Ministry (MP-RJ).

The agency confirmed that it had received the information from the Military Police. The report, obtained by the CNN, it says:

“The unjust aggression resulted in the death of the Second Military Police Sgt. 83,225 LRS, making it imperative for this Special Unit to act in order to restore order in the conflagration area in question, it seeks to identify and arrest those responsible for the death of the law enforcement officer and arrange for the safe removal of the police officers who remain inside the community”, says an excerpt of the justification.

The document also mentions other details of the action, such as the participation of 75 BOPE officers. The objective described is that of “repressing actions to attack police service vehicles”.

The fleet used in the operation was also mentioned: it included two armored vehicles for transporting personnel and an ambulance. The last vehicle would be used “for the immediate assistance of police and civilians, if necessary”, points out the report, signed by Major Carlos Eduardo da Silveira Monteiro, from BOPE itself.

However, the bodies of the dead were found in the community’s mangroves, and were manually removed from the flooded area by neighbors and family members, which resulted in criticism from residents and human rights organizations.

The weapons of the police officers involved in the operation were handed over on Wednesday (24) to the Homicide Police Station in Niterói, São Gonçalo and Itaboraí, for inspection. There were eight rifles, delivered three days after the action.
