Russia’s war in Ukraine is marked by a “failure of Moscow tactics and strategy,” Polish Foreign Minister Zbigniew Rao, whose country holds the rotating presidency of the Organization for Security and Cooperation in Europe (OSCE), told the UN Security Council today.
