Stop the privileges relating to real estate assets for cardinals e for all senior figures of the Holy See: they too will have to pay the rent of the apartments owned by the entities where they live, or in any case renounce particularly favorable conditions.
Pope Francis ordered it with a “rescriptum”, explaining that the provision is necessary “to deal with the growing commitments that the Holy See is facing for the fulfillment of the service of the Universal Church eathe needyasks to allocate and reserve more resources to the Apostolic See also by increasing revenues from the management of real estate assets”.
Enough, therefore, with the free use (or on advantageous conditions) of lodgings owned by curial institutions and entities that refer to the Holy See for cardinals, but also for dicastery heads, secretaries, under-secretaries, executives: «The proprietary entities must apply to the above subjects the same prices applicable to those who do not hold office in the Holy See or in the Vatican City State». Any exceptions must be authorized by the Pope.
Even the Domus will have to apply the ordinary rates established by its administrative body. The measure does not have retroactive effect, but the contracts, after their natural expiry, can be extended or renewed only in compliance with the new provision.
According to the budget for the year 2020 of the Apsa (Administration of the Patrimony of the Apostolic See), in the patrimony of the Holy See there are over 5,000 properties. There are 4,051 real estate units in Italy: 92% in the Province of Rome (most, 64%, in the areas adjacent to the Vatican City), 2% between Viterbo, Rieti and Frosinone, 6% outside Lazio . Around 1,200 are instead the properties managed abroad between London, Paris, Geneva and Lausanne, and in Italy by investee companies. 14% of the units are destined for the free market while the remainder 86% is functional to institutional needs and/or for employees and retirees of the Curia Roman.
