Preliminary opinion of the Budget PL allows up to R$ 16 billion in rapporteur amendments

Congressman Hugo Leal (PSD-RJ), general rapporteur of the project that provides for the country’s Budget in 2022, presented this Friday (3) his preliminary opinion on the budgetary matter.

In the report, he already considers the new rule for rapporteur amendments, called RP9, as approved in the bill last week, which provided for more transparency to these transfers that became known as “secret budget”.

According to the preliminary opinion, the rapporteur’s amendments in 2022 may be – at most – R$ 16.22 billion.

The proposed Union Budget for 2022 was sent by the Executive at the end of August and forecasts a deficit of BRL 49.6 billion in the federal government’s finances.

As for the Gross Domestic Product (GDP), the proposal under consideration at the Mixed Budget Commission (CMO) estimates a growth of 2.51% compared to 2021 and the minimum wage should rise to R$ 1,169.00.

The text also allocates R$ 34.7 billion to the Auxílio Brasil program, which replaces Bolsa Família.

Spending on the Electoral Fund for the 2022 elections is projected at R$ 2.13 billion – 4.5% higher than the R$ 2 billion authorized for 2020.

Finally, the Annual Budget Law Project (PLOA) 2022 lists four works with serious irregularities that will not be able to receive resources, unless the problems are resolved: the Sertão Alagoano (AL) Adductor Channel; the adaptation of the BR-116 (BA) stretch; the construction of BR-040 (RJ); and the expansion of the BR-290 (RS) capacity.

According to the Constitution, the Union Budget for 2022 must be approved by December 22, so that parliamentarians can leave their recess.

Approved in a joint session of the National Congress, the PLOA returns to the Executive. If there are vetoes by the President of the Republic, they return to Congress for a new vote.
