One of the largest digital projects of the Development and Sustainability Fund, with a budget of approximately 100 million euros, is on track for implementation. The reason for the main body of the e-justice digitization project which, among other things, is expected to accelerate the administration of justice by improving the competitiveness of the Greek economy.
In particular, the project “Upgrading and expansion of ICT infrastructure in the field of Justice” announced yesterday by the Information Society concerns the implementation of upgrades and extensions of information technology and Communications infrastructure in different areas of Greek Justice.
The actions that will be implemented within the project cover three functional modules: The first module concerns the development of an integrated information system for the Court of Auditors, the second in a package of actions to strengthen the information system of the National Criminal Registry and further expand its services and the third in the upgrade and expansion of the functionality of the Integrated Judicial Case Management System of Civil & Criminal Justice.
As mentioned in the announcement, the three functional units of the project cover a significant part of the basic functions of Justice, with interventions related to the digitization of procedures and services, but also the upgrade and expansion of ICT infrastructure.
The project is an emblematic action for the further modernization, efficiency and effectiveness of Justice. It also indirectly concerns the acceleration of justice, as this is a key goal of the project and is closely linked to increasing efficiency and saving resources that digitization will bring.
Improving competitiveness
According to the EU Justice Scoreboards, Greece is below the European Union average in a number of indicators on the speed of justice, while it is one of the tails in the utilization of digital infrastructure.
Indicative of the influence of the speed of justice in the business environment is the low score (Position 146 among 190 countries) that Greece receives in the contract enforcement component of the Ease of Doing Business index, mainly due to the low speed of justice.
Increasing the speed of justice and the efficiency of the Greek Justice is expected to significantly contribute to strengthening the competitiveness of the Greek economy and attracting investment.
The estimated value of the project amounts to 105.6 million euros including VAT 24% and options. The contract will be awarded on the basis of the most economically advantageous tender, based on the best value for money. The deadline for submission of bids is Friday 29 April and the duration of the contract is set at thirty-six months.
