The president of the Mocidade Independente de Padre Miguel samba school, Flávio da Silva Santos, was arrested this Wednesday morning (9) in an operation investigating an extermination group in the city of Rio de Janeiro.
The green and white representative was the target of a search warrant, but ended up being arrested in the act after agents found a .40 pistol, for restricted use, near his house. The suspicion is that he discarded the weapon because of the operation. The defense denies it.
According to investigations by the Public Ministry and the Capital Homicide Police Station (DHC), the president of Mocidade is the right-hand man of criminal Rogério de Andrade, patron of the samba school. Both are suspected of being part of a group investigated for crimes arising from the dispute over Jogo do Bicho.
Operation Fissão serves four arrest warrants against former military police officers Thiago Soares Andrade Silva, Anderson de Oliveira Reis Viana, Rodrigo de Oliveira Andrade de Souza and PM Bruno Marques da Silva.
The action is the result of a complaint from the Public Ministry of Rio de Janeiro (MP-RJ) against the four people, who are accused of the qualified homicide of Fábio Romualdo Mendes. The complaint points out that the crime was motivated by a dispute over areas dominated by Rogério de Andrade.
According to the MP-RJ, the murder was ordered by one of the accused who was in prison at the time. Fabio Mendes was executed in September 2021.
The police also carry out ten search and seizure warrants in various locations in the cities of Rio de Janeiro, Maricá, Petrópolis and Angra dos Reis.
Also targets are the Constantino Cokotós Prison, the Lemos Brito Penitentiary, the Military Police Prison Unit, the 39th BPM (Belford Roxo), the PM Central Hospital and the PM Personnel General Directorate.
The searches are carried out at addresses linked to Rogério Costa de Andrade e Silva, Flávio da Silva Santos, military police officer Adriano da Rocha Muniz and José William Fernandes de Assis, who continue to be investigated for possible involvement in the homicide.
Also search targets are reserve military police officer Márcio Araújo de Souza, who is Rogério de Andrade’s security chief, and PMs Marcos Araújo de Souza and Ramon Malta Moreira, suspected of hiding evidence linked to the murder.
The action has the support of the General Inspectorate of the Military Police. In a statement, the corporation informed that the Internal Affairs Department has established a procedure to monitor the case and fully cooperates with the actions taken.
The PM reinforces that it does not condone misconduct or the commission of crimes by its members, strictly punishing those involved when the facts are established.
Flávio da Silva Santos’ defense stated that he was surprised to receive the search and seizure warrant and the arrest of the president of Mocidade Independente de Padre Miguel. He also said that he will analyze the case files and contest the accusations at the custody hearing.
GRES Mocidade Independente de Padre Miguel emphasized that it has no relation to possible investigations. The association stated in a statement that it remains focused on social activities with the community and preparation for Carnival 2025.
