President Jair Bolsonaro’s (PL) decision to veto the refinancing of debts to small business owners took by surprise government allies in Congress who were awaiting the sanction.
Author of the text, senator Jorginho Mello (PL-SC), deputy government leader, told the CNN who will work to overturn the veto in February, when Congress returns from recess. “It will be overthrown unanimously”, defended the congressman.
He said he is worried about the businessmen who had the program’s sanction and are at risk of being unsubscribed from Simples Nacional, at the end of the month, due to default. The senator, who acts as one of Bolsonaro’s main allies, says he slept the night before the veto, with the president’s information that the text would be sanctioned in full.
The congressman also called Economy Minister Paulo Guedes to make sure that the text would be sanctioned. But, upon waking up this Friday (7), I learned from the Federal Official Gazette (DOU) that the text was, in fact, vetoed in full.
“I was upset because the president wanted to sanction. But Planalto’s economic team and legal counsel invented a lot of frills so as not to sanction it. Why do they give to the big ones and not to the little ones? We are going to work with the Revenue so that businessmen are not de-registered”, said the congressman to CNN.
There was a personal commitment from the president to sanctioning the refinancing of debts. The Debt Payment Repayment Program under the Simples Nacional (Relp) was approved by the Chamber, in December, in a virtually unanimous vote. The text had already passed through the Senate.
During his traditional “live” on Thursday night (6), President Jair Bolsonaro complained about the veto recommendation saying that “the guys wanted me to veto Simples Nacional”. Apparently unaware that the conversation was being broadcast, Bolsonaro complained about the matter to an aide who did not appear in the video.
In a statement, this Friday, Planalto explained that Bolsonaro decided to veto based on the technical manifestation of the competent ministries that the refinancing of debts violated budget rules. According to the government’s justification, the project “did not mention the financial amounts involved and which expenses would be impacted by the suppressed resources”.
Wanted, the Ministry of Economy declined to comment.
