The basic text of the bill that facilitates the authorization of pesticides in the country was approved, this Wednesday (9), in the plenary of the Chamber by 301 votes to 150. The project – which is the target of environmentalist criticism – changes the nomenclature from “pesticides” to “pesticides” and makes importing these types of substances more flexible.
In an interview with CNNthis Wednesday (9), former Agriculture Minister Roberto Rodrigues stated that the project does not reduce risk control, and that the measure aims to “haste without reducing rigor”.
Rodrigues explains that the approval of a molecule takes up to 10 years in Brazil, while in developed countries the process takes a maximum of three years. As a result, when molecules are approved here in our country, the substance has already become “old” in developed countries, which hinders the process of international competition and export, according to the former minister.
“It is essential to modernize this process, new molecules need to be approved more quickly. Does this speed imply making processes more flexible or reducing risk analysis? No!” says Rodrigues.
The former minister highlights that the approval of a new molecule passes through the Ministry of Agriculture, Anvisa and Ibama, and that the risk to the environment, human or animal health is “clearly verified by the three institutions”.
“All the risks were evaluated, nobody would approve something that would increase the risk number, for Brazil or outside Brazil. It is a process modernization, no company will generate a new molecule that is more aggressive to the environment, it would be a shot in the foot. Always evolving in search of more sustainable molecules, it will improve the process of competition and international export”, stated Rodrigues.
If the proposal is stamped by senators, Anvisa and Ibama will only be responsible for evaluating possible risks of the products. In practice, the environmental and health analysis would be in charge of Agriculture, as well as the final decision.
Earlier, the plenary approved the request for urgency of the measure, by 327 votes against 71, to speed up its processing. The appreciation of the merits, however, was initiated by the president of the Chamber, Arthur Lira (PP-AL), even without a forecast on the agenda.
