Public policies are necessary for professional relocation, says specialist

To combat the social and legal helplessness that some self-employed workers face with the lack of opportunities in the formal market, it is necessary that public policies aimed at professional training are implemented. This is the assessment of the Applied Economics researcher at Brazilian Institute of Economics (IBRE) of the Foundation Getulio Vargas (FGV) Janaína Feijó, which he stated in an interview with CNN this Wednesday (5) that the precariousness of work must be tackled as soon as possible.

“Companies are demanding knowledge and skills that are not necessarily those that these workers have, so in fact it is necessary to make a professional relocation, an investment aimed at the market so that they become more competitive”, said the researcher.

Feijó highlighted that this is a movement that is happening all over the world and that, consequently, leads to a precariousness of work. The expansion of self-employed workers, the so-called self-employed workers, is accompanied by many workers who are not registered with the National Register of Legal Entities (CNPJ) and, according to the researcher, this makes them socially unprotected and without labor rights .

According to the researcher, the pandemic has aggravated the situation of informality, as with the economic crisis many people were not able to re-enter the job market and started to develop their own ventures and businesses. Feijó criticized the “PJtization process”.

“In a way, we say that there is also a precariousness of work, because these people are returning to the job market, but without formal bonds with the companies”, he said.

With the lack of opportunities in the formal market and the lack of registration with the CNPJ, the researcher stated that it is difficult for these self-employed people to have a higher income than those who work with a formal contract. “As they are not being able to reinsert themselves in this market, which is changing, so the only way they can really find it is to develop some kind of autonomous market”, he said.

Obviously, if they try to identify a demand that is repressed in the market to probability that this thing grow up and they go on to formalization is greater, but until that happens, we need to recover the economy”, said Feijó.

The researcher believes that this scenario will not be resolved in the short term, and that investments in education are essential for professional training, since the precariousness of work is a phenomenon that happens all over the world. “We must fo focus on public policies to solve these problems”, he concluded.
