Public: The main axes of the new evaluation

The bill for the evaluation of performance, the goal setting and the common evaluation framework was presented today by the Minister of Interior, Makis Voridis, according to an announcement by the Deputy Minister to the Prime Minister and Government Spokesman, Giannis Oikonomou.

The purpose of the bill is to establish a legislative framework that redefines the targeting of the evaluation system, while at the same time directly linking performance appraisal with objectives at the managerial level. More specifically, it is sought:

First: Performance Evaluation

The creation of an effective, objective and, above all, realistic and fully applicable evaluation system.

Utilization of the annual action plans and their connection with the administrative targeting at the level of managers, so that they are the main parameter of evaluation of the managers.

Emphasis is placed on the formulation of development plans and focused educational actions with the aim of improving the individual and, consequently, the organizational performance of the employee and the effectiveness of the team.

Second: Targeting

– Distinguish administrative targeting from the political targeting of the executive state.

– Formulation of standardized and grouped in specific categories of objectives based on Job Profiles.

– Transparency and accountability: posting the objectives on a special electronic platform (stoxothesia.gov.gr), in order for the responsible managers to select them, to quantify them and to update them based on focused indicators of measuring efficiency and effectiveness of administrative services.

Third: Common Evaluation Framework (CSF)

– Integration of quality logic in the daily operation of public services.

– Development of employee participation policies in improving the operation of public organizations.
