Foreign ships should be licensed by the Russian Federal Security Service (FSB) to access the country’s ports, according to a decree signed by Russian President Vladimir Putin. The decree states that the license from the port authorities for foreign ships should be agreed with the FSB, which is the main successor of the Soviet KGB. The new measures came into force today shortly after the decree was published. Previously, the entry regulations were set by the Ministry of Transport and the special procedures were carried out on the site in ports adjacent to naval bases, the TASS state news agency reports.
