Vladimir Putin signed a decree on Saturday providing financial benefits for those who left Ukraine to go to Russian lands. Among the beneficiaries of the program are pensioners, pregnant women and people with disabilities.
The decree establishes a monthly pension of 10,000 rubles ($170) for those forced to leave Ukraine after February 18. The disabled are also entitled to the same amount monthly while pregnant women will be paid a lump sum.
Based on the decree, payments will be made to Ukrainian citizens of both the internationally unrecognized “People’s Democracies” of Donetsk and Luhansk. Moscow recognized their independence in February. On February 18, Putin ordered a fine of 10,000 rubles to be paid to each person arriving in Russia from Donetsk and Luhansk.
Russia is issuing Ukrainians with Russian passports in an attempt – illegal according to Ukraine and the US – to annex territories it has seized.
According to another decree introducing new, “temporary measures”, holders of Ukrainian passports and residents of Donetsk and Luhansk will be able to get a residence permit without time limits.
Until now, to stay in Russia for more than 90 days they had to obtain a work permit or be granted a special permit. The decree specifies that these persons “are allowed to have professional activity in Russia, without a work permit.” They are required to be fingerprinted, provide a photo ID and undergo a drug and infectious disease test.
This text prohibits the deportation of Ukrainian citizens from Russia, except for those who are released from prison or who are considered dangerous for the country’s security.
The Kremlin says 3.6 million people, including 587,000 children, have fled Ukraine for Russia since the invasion. Russian authorities are encouraging these movements and have opened reception centers across the country. Some of these refugees, however, managed, often with the help of activists, to leave Russia for European Union countries.
