Putin Says Russia Is Ready to Follow the “Path of Negotiation”

Russian President Vladimir Putin called Western Russia’s deterrence a “direct and immediate threat”, saying once again that the United States and NATO (North Atlantic Treaty Organization) have not satisfied Russia’s security concerns.

Speaking at a news conference with German Chancellor Olaf Scholz, Putin said: “We view Russia’s deterrence by force as a direct and immediate threat to national security.”

He adds that the Russians have presented projects whose legal agreements are intended to end this deterrence.

Putin was referring to Russia’s security demands, to which the US and NATO responded in writing.

“The responses we have received from the United States and NATO members to the proposed security guarantees, in our opinion, do not meet the three basic Russian requirements mentioned,” Putin said.

“However, as the foreign minister told me yesterday, the responses provided contain a number of proposals that we are not only open to discuss, but have in fact proposed them to our partners in previous years.”

He cited European security issues, weapons issues such as short- and intermediate-range missiles, and military transparency issues.

Putin concluded: “We are ready to continue this joint work. We are also ready to go down the path of negotiations, but all issues must be considered as a whole, without being separated from the main Russian proposals, the implementation of which is an unconditional priority for us.”
