Russian President Vladimir Putin confirmed to CNN Brazil who will not attend the G20 summit, which will be held in Rio de Janeiro in November.
Putin is the subject of an arrest warrant from the International Criminal Court for alleged war crimes during the Russian operation in Ukraine. Brazil is a signatory to the Treaty of Rome, and would be obliged to respect the ICC’s decision and arrest the Russian leader the moment he arrived on Brazilian soil.
“I have a friendly relationship with calamari. Would I go there on purpose to violate the decision and ruin the summit? No. The Russian government will have a representative at the summit,” Putin said.
Still, Vladimir Putin claims that it would be possible to develop diplomatic solutions to avoid any arrest of the Russian leader based on a formal agreement between the two governments. And he questioned the legitimacy of the Court, created in 2002.
“Respect for an entity that is not universal or independent is very low”, he assessed.

The interview takes place on the eve of the BRICS summit, which takes place in Kazan, Russia.
Still during the interview, Putin assessed that the Brics countries should grow faster than those in the G7. And that the Brics will assume an increasingly greater role in global trade.
“The international market cannot survive without the Brics, including in technology, such as Artificial intelligence. This is the most tangible change. This is natural. The world always changes. New leaders emerge,” Putin said.
“BRICS is not against anyone. Brics is not an anti-Western group. It’s just a non-Western group,” said the Russian leader.
According to Putin, more than 30 countries have shown interest in joining the bloc. For the bloc’s current rotating presidency, the expansion would be welcome, as long as it is guided by pre-agreed principles.
“We are currently working on a new category of ‘BRICS Partners’. We need a consensus: we will be very careful to be guided by two principles. First, multilateralism. second, the efficiency of the organization. By expanding the number of countries, we should not lose the bloc’s agility. This is what will guide our next steps”, he said.
BRICS Summit
The next BRICS Summit, a bloc that brings together emerging countries, including Brazil, will be held between October 22nd and 24th, in Kazan, Russia.
The country led by Vladimir Putin is the current president of the bloc.
According to Itamaraty, progress in negotiations to adopt an alternative currency to the dollar in commercial exchanges between the bloc’s members and the creation of a category of “partner countries” should be discussed at the meeting.
Issues such as the war in the Middle East must also be addressed. However, the conflict in Ukraine was not on the agenda.
This year’s Summit will be the first to be attended by the new permanent members, admitted in 2023: Egypt, Iran, United Arab Emirates and Ethiopia.
