Russia will not win the war in Ukraine and Russian President Vladimir Putin will not dictate the terms of any peace deal, German Chancellor Olaf Scholz said on Thursday.
After failing to take the Ukrainian capital Kiev or the second largest city of Kharkiv after three months of war, Russian forces are trying to take control of the eastern Donbass region. There are also advances in the south, despite strong Ukrainian resistance and tough Western sanctions against Moscow.
“Putin will not win his war, and I am convinced he will not,” Scholz said in a speech at the World Economic Forum in Davos. “The capture of the whole of Ukraine seems further away now than it did at the beginning of the war,” he added.
While some people suggested that Ukraine should negotiate with Putin and consider ceding territory, Scholz rejected the idea of letting the Russian head of state dictate the terms of a deal.
“There will be no dictated peace. Ukraine will not accept this, and neither will we,” added Scholz.
The chancellor also pointed out that Putin will likely only negotiate seriously when he accepts that the war cannot be won, making continued Western support for Ukraine essential.
Scholz, however, did not address Ukrainian demands for the delivery of more heavy weapons to Kiev, despite requests from Ukrainian Foreign Minister Dmytro Kuleba in Davos on Wednesday.
