Urgent procedures to secure natural gas storage in Italy to be used in the event of a supply crisis are provided for in the Preventive Action Plan, regarding the measures to secure the security of natural gas supply that the Energy Regulatory Authority put to public consultation this evening.
The plan foresees that those responsible for maintaining the reserves should, within 20 days from the approval of the Preventive Action Plan, ensure the conditions for the storage of gas, a total amount equal to 1.14 terawatt hours. RAE proposes two alternatives regarding the assignment of the storage obligation: either to the suppliers active in the Greek market, or to DESFA.
The Greek system is connected to the Italian one through the TAP pipeline, which does not have the possibility of natural reverse flow. Therefore, the quantities that will probably be needed and stored in Italy will be secured by the method of virtual reverse flow (essentially by “withholding” quantities of gas intended for the Italian market).
RAE’s plan proposes a series of measures to deal with the supply crisis, some of which, such as increasing the capacity of the Liquefied Natural Gas station in Revythoussa, have already been implemented. The main other measures are also known, such as the operation of dual-fuel units with diesel instead of natural gas, the implementation of measures to save consumption, etc.
In the event of a supply crisis, it is stipulated that the supply of household consumers as well as the following entities will be ensured as a matter of priority: hospitals, schools, airports, fuel stations for public transport and waste trucks, public buildings, small and medium-sized enterprises and district heating facilities. Provision is also made for priority supply of critical industrial facilities, e.g. in the sectors of health, security, defence, refining, food or in sectors where a sudden interruption of natural gas supply may cause damage to the facilities (e.g. biological medicines, textile industry, pharmaceutical industry, most chemical process sectors, fertilizers, glass, steel, aluminium, refineries, lime, ceramics sectors).
The consultation of the plan will last until Monday, August 1st.
