The proposal makes the spending ceiling flexible and frees up more than R$ 41 billion for the government to create and expand social benefits.
For the deputy, the time for discussion and voting is short, since if the report is amended in the Chamber, he will need to return to the Senate for a two-round vote, before July 18, when the parliamentary recess begins.
