Rapporteur of the proposal that imposes a ceiling on the ICMS rate (Tax on the Circulation of Goods and Services) on energy and fuels, Senator Fernando Bezerra Coelho (MDB-PE) told Estadão/Broadcast that he is working to complete the report on the project. until next Tuesday (7).

This Monday (6), the congressman should meet with the president of the Senate, Rodrigo Pacheco (PSD-MG), and with the Minister of Economy, Paulo Guedes, to discuss the matter.

“Tomorrow (Monday) I will have a meeting with President Rodrigo Pacheco and then with Economy Minister Paulo Guedes. I am working to complete the report by Tuesday,” he said. Last week, the senator signaled that he intends to advance the understanding so that the report is considered before June 14th.

The project approved by the Chamber establishes a ceiling of 17% for the collection of ICMS, state tax, on fuel, electricity, telecommunications, public transport and natural gas. The text classifies the segments as “essential and indispensable goods and services”.

Last Thursday (2), the rapporteur discussed with representatives of the state finance secretaries the proposals sent to the Senate. Of these, according to him, it was possible to advance in at least four, which are more in line with the text approved by the Chamber. Among the points analyzed is the possibility of taking any type of compensation for states that lose revenue.

The senator indicated that he felt willingness on the part of the secretaries to negotiate the issue, and that he had information to be able to start the round of “conversations” with the economic team and with Minister Paulo Guedes.

The matter is part of an offensive by the National Congress to try, less than four months before the elections, to reduce fuel and electricity prices for consumers.

The agenda should continue in the next few days. The expectation is that the deputies advance in the analysis of a bill, already approved by the Senate, which provides for the full return of tax credits improperly charged to consumers through cuts in energy tariff adjustments.
