RAS Mathematical Institute uses Waves blockchain for remote voting

The Steklov Mathematical Institute of the Russian Academy of Sciences (RAS) uses the WE.Vote electronic voting service, created by the developers of Waves Enterprise, for remote voting.

Given the tense situation in the country due to the pandemic, this year the Higher Attestation Commission (HAC) under the Ministry of Science and Higher Education of the Russian Federation has updated the requirements for scientific and educational organizations. According to the new rules, all members of dissertation councils who do not want or are unable to physically attend meetings can vote remotely.

The Steklov Mathematical Institute (MIAN) believes that it is advisable to use blockchain to conduct remote voting and award academic degrees. After analyzing many services, MIAN chose the WE.Vote platform, which operates on the basis of this technology. Now voting of the dissertation councils of the institute is carried out in a remote format using WE.Vote and fully comply with the requirements of the Higher Attestation Commission.

“We are interested in using a safe and technologically advanced solution. From a mathematical point of view, WE.Vote is a complex tool, but at the same time it is convenient and straightforward to use. In addition, we were pleasantly surprised by the speed of his work, ”said Vitaly Atapin, head of the postgraduate and doctoral studies department of the Steklov Institute of Mathematics.

The institute named the preservation of the confidentiality of voting and the ability to transparently track information as the main advantages of the WE.Vote service. The immutability of data in the blockchain also plays an important role, as it provides a guarantee that the votes of the participants are taken into account and not falsified.

“Thanks to the WE.Vote service, it will become easier for scientific organizations to comply with the requirements of the Higher Attestation Commission. In addition, with the help of the blockchain, voting will be carried out much faster. Researchers will not have to be distracted from scientific work by administrative tasks that take a lot of time, ”added Artem Kalikhov, Product Director at Waves Enterprise.

In April last year, the Waves Enterprise platform was included in the unified register of Russian software. This expanded the project’s ability to implement its solutions in the public and private sectors.
