Another crucial plenary session of the German Parliament is coming to an end today, and once again, as has been the case in recent months, the climate has been tense, exuding widespread German concern about developments in the war in Ukraine.
Following the resolution on the deployment of heavy weapons to Ukraine and the start of the constitutional review process for the 100 billion euro Special Fund, which is being set up to strengthen the German army, it was the turn of the federal government’s report on Bush , Eva Hegl, on the combat readiness of the German army.
The German armed forces need to be modernized immediately, they need investments in weapons systems, logistics and personnel to meet the growing challenges posed by the war in Ukraine, Eva Hegl said.
As he characteristically said, Russia’s aggressive war has now “overtly” highlighted the urgency and the need for investment in the military. “Bunestver defends peace, freedom, democracy and security, and to do so requires the best possible conditions in arms, personnel and infrastructure,” he said.

In her report, Eva Hegel details the shortcomings of German troops, both inside the country and in units participating in international Bundeswehr missions, such as in Lithuania in support of NATO’s east wing or in Mali in Africa.
The shortcomings concern the basic equipment of soldiers such as e.g. clothing, but mainly the key housing and education infrastructure that need immediate renovation because they are in an “unacceptable” condition e.g. dormitories, training units, stadiums, gym facilities.
From the recording of the problems of the German army, perhaps the most critical areas concern the shortages of military personnel, but also the conclusion, after field investigations and autopsies, that “critical weapons systems of the German army are under-functioning”. In fact, according to the assessment of the authorized at the end of 2021, the operational readiness of the German army is estimated at 77%. As he points out, due to the age of many armaments systems, the German army is now “prone to operational failures”.
