Return of daylight saving time is “prudent”, but minister says he is not 100% convinced

After a meeting held by the main authorities in the electricity sector in Rio de Janeiro, this Thursday (19), the National Electric System Operator (ONS) recommended the return of daylight saving time .

According to the Minister of Mines and Energy, Alexandre Silveira, the The final decision will be made by President Luiz Inácio Lula da Silva within 10 days . In a press conference, he said that other alternatives will be studied, since is not “100% convinced” that returning to daylight saving time is the only and best solution .

The minister highlighted the importance of coordinating public policies, noting that the complexities are not always understood by most people. According to the government, the country once again has an energy planning policy “based” on science, taking into account technical and social requirements.

The minister states that any decision will not be made based on dogmatic criteria in the ministry’s planning, but emphasizes that security of supplies and the lowest possible tariff are the elements that guide the government’s policies.

According to the National Center for Monitoring and Alerts for Natural Disasters (Cemaden), a study shows that the rainfall index is the lowest in the last 74 years. In the words of the minister, the level is much lower than the lowest level ever recorded.

Report

THE report from the National Electric System Operator (ONS) recommended that it is prudent and feasible to return to daylight saving time . This study considers planning for the years 2025 and 2026.

The minister stated that the report reinforces dialogue with all entities involved in energy distribution. He stated that the study and the report are indicative, and that if the study indicated an energy risk, the government would immediately decree the return of daylight saving time.

“There is no risk of an energy crisis” reinforces Alexandre Silveira.

The representative of the electricity sector says that there will be no negligence. This means that given the low water level, the government will take the necessary measures, based on the conditions that guide public policies.

“I would have no doubt if we had an energy risk,” he reinforced.

Impact on the economy

Considering the reports, Silveira stated that the adoption of daylight saving time influences several public policies and several sectors of the economy. The minister says that in September, demand increased by 5% in energy consumption, which indicates that the economy is growing.

“Energy is a fundamental input for the virtuous cycle of the national economy,” reinforces Silveira.

The service and industry sectors disagree on the effectiveness of daylight saving time. They explain that although we do not have an energy generation crisis, the demand between 6pm and 8pm is something that overloads the system, which, combined with water scarcity conditions, requires the adoption of new measures.

Energy market

The minister reinforces that the government’s strategic planning considers the democratization of the choice of energy matrix so that individuals can choose the one that best covers them.

Currently, only large industries have the freedom to choose the energy matrix that will be used and consumed.

“Unfortunately, intermittent energy sources do not guarantee supply to the entire system,” he pointed out when talking about the dependence on hydroelectric plants.
