Revenue seeks the Civil House to solve an impasse and avoid a strike

Faced with the absence in Brasilia of President Jair Bolsonaro and Economy Minister Paulo Guedes, the new secretary of the Federal Revenue, Julio Cesar Vieira Gomes, is trying to negotiate with the Minister of Civil Affairs, Ciro Nogueira, a solution to the impasse that reached the category after Congress approves the Budget with the forecast of resources for the readjustment of police officers to the detriment of other bodies.

According to government sources, Ciro has not yet entered into the negotiation as he considers that the matter has already been defined by Congress based on a decision by Bolsonaro regarding a body belonging to the Economy.

The Secretary of Revenue, however, is trying to have a conversation at least until this Thursday (23), when there will be a hearing of the Revenue servers to endorse the movement started this Wednesday with the delivery of positions and propose standard operation in customs.

Even within the category, however, there is skepticism about the movement’s success. The main union that represents the Internal Revenue Service, the National Union of Auditors (Sindifisco), has just left an internal election in which the situation was defeated.

The current president, Kleber Cabral, who leads the movement, hands over his position to an internal opponent on December 31st.

Throughout his term, his opponents accused his administration of approaching the Planalto Palace, so much so that he would have managed to influence the recent replacement of the Secretary of Revenue this month.

Julio Cesar, the one chosen by Bolsonaro to take over the body, was the union’s legal coordinator and took over after the president of the Republic supposedly considered that Cabral would not have stopped investigations against his family members and allies.

The fact is that the union’s current management has not delivered the category’s main demand to its employees: the payment of a bonus associated with productivity.

For this reason, opposition leaders reported to the CNN doubt whether the uprising against the government will be supported by the entire class. They assess that so far, job deliveries have focused on commissioned jobs that represent less than one-fifth of the category. It would be, therefore, a movement of leaders, not of the base that would not have joined the movement yet, as this implies dismissals.

The date is also considered a complicating factor: two days before Christmas, the ability to mobilize is more difficult.
If approved, the standard operation can have a big impact on imports and exports, as it affects agencies responsible for controlling the entry and exit of goods.

Sought out, Kleber Cabral said that his internal opposition accuses him of being close to the government, but that throughout his term he has had several clashes, especially with Economy Minister Paulo Guedes.

It also rejects the idea that it influenced the appointment of the new Secretary of Revenue. He stated that he only learned of the change after it was consolidated. And he said that, after the approval of the Budget, the work of the Revenue was practically unfeasible.

“The Revenue has already suffered cuts for some years. The Budget was R$ 3 billion and today it has practically half”, he declared. According to him, the movement of handing over positions stems from “a repressed feeling in the category of dissatisfaction with the government.”
