Rightfully so, Valentina Calderone: “The Ukrainian emergency is teaching us hospitality”

Rightfully sothe human rights non-profit organization founded by Luigi Manconi and directed by Valentina Calderone, turns twenty. To remember the causes incurred in the course of
these decades and relaunch the association’s commitment, on March 26, starting at 5:30 pm at the MAXXI, National Museum of 21st Century Arts, the Twenty of Rights event will be held, which will be attended by artists and personalities from the world of culture, activists and institutional representatives. We talked about it with the manager Valentina Calderone.

How are you coping with the Ukrainian emergency?

«We are following the situation in Ukraine mainly within the daily activity of A Buon Right, that is the legal desk. Our operators have received the first reports of people who left Ukraine after February 24 and for which we are waiting to understand what will be the procedures for applying for temporary protection. At the same time we are also interfacing with the people we met in recent months, mainly carers and care workers, who applied for an amnesty in 2020, without yet having obtained the document or a response from the competent bodies. There are therefore many women and people waiting for a residence permit after more than a year and a half from the presentation of the application. Together with other associations at national level, we presented proposals to the government, in order to extend temporary protection to as many people as possible: to those who have already fled and to those who decide to leave Ukraine. Furthermore, we are monitoring the ways in which the State and the local authorities organize the reception system for these people. There are still some aspects to be clarified, therefore a fundamental part of the work of A Buon Legge, apart from taking charge of individual people, is obviously the retrieval of information on what is happening, in order to then be able to prepare proposals and find solutions that have a general and collective value “.

How is Italy managing hospitality?

“Italy is certainly finding itself managing an unprecedented reception plan. The Civil Protection was involved in collaboration with other bodies, but the exceptional nature of the moment obliges us to pay attention to some aspects still to be regulated. We are trying to understand, and above all we are trying to incorporate, all the hospitality experiences already present in the territories. Therefore, use the infrastructures for asylum seekers and holders of international protection, and enhance the availability of many families who have shown themselves to be welcoming and want to host people in their homes “.

Need more resources?

«Obviously it will be essential that the Government allocate adequate resources to implement this demanding plan that is taking shape, but to guarantee the best possible reception, the different needs of these people must also be taken into account. Not all of them arrive and will arrive knowing what they want to do in the near future, so it will be very important to listen to them and imagine a flexible model that offers different options, balancing the different needs and life perspectives that these people will manifest. From this point of view, we believe that the involvement of local authorities is fundamental, above all to ensure that the necessary assistance and the creation of integration paths can be implemented subsequently, offering adequate access to services. It is important to say that in this phase mainly women and children are involved, children who have been torn from their life and from school, therefore it will be necessary to quickly prepare plans that allow their rapid insertion in school and at the same time allow these women to to be able to build a prospect for the future, whether it be long or short, here in Italy ».

What can we learn from this situation?

«What we can certainly learn is that when we put ourselves of good will, when we respond to an emergency by deciding to actually use all the tools available, it is possible to manage reception by providing rapid and extensive responses. It is clear how collaboration between government, administration, local authorities, third sector organizations, citizens and volunteers can effectively become a functional and certainly much more effective model. This situation should teach us, and I think it should stimulate a deeper reflection, how to manage the difficulties of welcoming and hosting people in our country. What is happening to the Ukrainian people teaches us that it can be done, but at the same time it makes us ask why it was not possible on other occasions and in other equally serious and traumatic circumstances, to work in such a coordinated manner ».
