The City Council of Rio de Janeiro definitively approved, this Tuesday (6), the project that prohibits the manufacture, sale and use of fireworks in the city.
The rule, which will be promulgated by the mayor, Carlo Caiado (without party), prohibits any use of fireworks by isolated individuals, but allows the use of fireworks without explosions or, even, those that produce noise of up to 120 decibels in the cases of events held by the city of Rio or by institutions authorized by the municipal executive.
The proposal, which has been pending in the House for four years, aims to protect mainly animals and sensitive people, such as those with autism spectrum disorder. After a series of debates and adjustments to the original text, the approved wording preserves events such as the traditional Copacabana New Year’s Eve. The proposal also establishes a period of 180 days for its effectiveness.
“Fireworks disturb not only domestic animals, babies, small children and some elderly people, but also cause countless discomfort in wildlife, and may even cause the death of many species”, said councilor Luiz Ramos Filho (PMN), author of the proposal.
Andrea Cassias, from the Rio sem Estampidos movement and tutor at the Titi Assistance Chain, said that the project is an important step forward. “Stamps are very harmful to animals and people with autism, making it necessary to fight for a better and more inclusive society”, she said.
Government leader, councilor Átila Nunes (PSD) said that this is an old demand from the population. “Other communities already have this noise reduction rule and there’s no reason not to adopt it in our city. I congratulate councilor Luiz Carlos Ramos Filho for his effort in seeking an understanding that could make us approve this matter”.
The project amends Article 33 of the Municipal Organic Law, which already prohibited the manufacture and sale of fireworks in the municipality.
