Rio City Hall announces security measures for Madonna's concert

Rio de Janeiro City Hall announced the operational plan drawn up for the concert by North American singer Madonna, which marks the end of “The Celebration Tour”, on the Copacabana waterfront, in Rio de Janeiro, this Saturday (4).

Around three thousand municipal agents from 11 agencies will act to ensure public order, traffic control, cleaning and emergency assistance to the event's audience, estimated at 1.5 million people.

The attraction will be monitored with more than 100 cameras controlled by the Rio Operations Center (COR). The 50 operators who will work on surveillance will monitor the main blocking points and access points to the neighborhood where the show will take place. In areas where there are no monitoring cameras, the operation will be carried out by drones.

The Public Order Secretariat (Seop) and the Municipal Guard (GM-Rio) will have 1,130 agents, 71 vehicles, 32 motorcycles, ten trailers and five quadricycles operating in Copacabana. Both the Seop and GM-Rio teams, in addition to promoting public safety, will be employed in urban and traffic planning actions.

For preventive patrolling around the Cardeal Arcoverde and Siqueira Campos metro stations, GM-Rio will rely on strategic action from the Dog Operations Group (GOC).

GM-Rio agents will monitor municipal regulations and distribute identification bracelets to children on the beach until 5pm. Furthermore, the operation will rely on the employment of Ronda Maria da Penha personnel, and teams will act preventively, guiding people about violence against women in flagrant cases.

There will also be a Women's Secretariat help desk to welcome women who may suffer any type of violence during the event.

Seop teams will work in the organization and supervision of street commerce and beach stalls. It is important to highlight that the sale of drinks in glass bottles is prohibited, and if caught, the merchandise will be seized.

The department will also act in the inspection of taxis to prevent infractions and undue charging for rides, and in complementary transport to prevent illegal passenger transport, known as “piracy”. Furthermore, trailers will be used to remove vehicles found to be parked illegally.

In relation to traffic, the Municipal Guard will act to enforce irregular parking and act on roadblocks implemented by CET-Rio, in addition to monitoring the Copacabana leisure area and roadblocks in Botafogo and Parque do Flamengo.

Medical stations

Avenida Atlântica will have three medical stations for emergency care distributed along its length. The units, set up by the Municipal Health Department (SMS), will be installed on the corner of Avenida Princesa Isabel, Praça do Lido and Rua República do Peru. In case of incidents with multiple victims, there will also be an area with contingency resources. The scheme will follow the model of New Year's Eve in Copacabana.

The units will operate from 5:30 pm on Saturday (4) to 4 am on Sunday (5), and will have a total of 36 beds, with six advanced life support beds, to treat the most serious cases, in addition to 45 hydration chairs. 140 professionals and more than 80 stretcher bearers will be available to assist people who need help.

Patients who need to be removed to network hospitals or Emergency Care Units (UPAs) will have 30 ICU ambulances on standby.

The show will have the support of 800 soldiers from the Fire Department who will be at observation posts along the coast. The corporation will have the support of boats, ambulances, rescue vehicles, tankers and two drones at public access points.

In case of serious incidents, there will be an aircraft to transport the person in need.

Cleaning

Approximately 1,518 street cleaners will clean the waterfront, with the support of 69 vehicles and 38 pieces of equipment. The Municipal Urban Cleaning Company (Comlurb) will make 1,500 containers available along the sand and promenade of Avenida Atlântica, in addition to the main access roads that surround the event space, including access to the subway stations.

Night household waste collection on Saturday (4) will be changed, exceptionally, to Sunday (5) from 7pm.

A pre-cleaning operation for the event, with actions along Avenida Atlântica, the buildings' sidewalks, runways and access roads, will begin this Friday morning (3).
