Rio de Janeiro City Hall presents new model for BRT

The new model for the BRT system was released by the city of Rio de Janeiro this Monday (8). The planning highlights, mainly, the concession divided between the operation and provision of the fleet.

The Rio de Janeiro capital will be the first in Brazil to implement this model, which is already a reality in major world cities such as London, Singapore and Bogotá. According to the schedule, there will be a separation in the provision of services.

The municipal secretary of transport, Maína Celidonio, reinforced the importance of this change.

“Today the concession is full. Ticketing, fleet control, fleet operation… he also owns the garages, he keeps everything. We cannot imagine that it is the best for all these segments”, he pondered.

Mayor Eduardo Paes said he has no doubts that they are presenting a definitive solution for the operation in the city. And he also spoke of another novelty: the possibility of subsidy.

“The system that we bring at this moment corrects the previous defects. What has become clear is that it is impossible to make this system work without subsidies. It is obvious that this fact cannot serve for us to have a completely unbalanced process so that it is not also economically unsustainable”.

Paes also confirmed that the issue should be deliberated in the Chamber soon.

Change in remuneration

The model also brings a change in remuneration. Nowadays it happens by paying passenger. The new proposal has a base table for the cost of service (considering the mileage traveled) that will be calculated together with possible penalties (in the case of buses not running correctly) and demands/efficiency gains.

The forecast is for the publication of a notice by the end of this month. Three bids are part of the plan. Digital ticketing (occurred in October), provision of fleets (November) and system operation (January 2022).

The announcement was made after eight months of temporary intervention in the public transport system. The BRT began operating in the Rio de Janeiro capital in 2012, during the first term of Eduardo Paes’ mayor, and has been collecting complaints from users due to the degradation of buses and constant overcrowding.
