Rio mayor will withdraw license from kiosk if police prove guilty of murder of Congolese

Rio’s municipal secretary of Finance, Pedro Paulo Carvalho Teixeira, told CNN that the operating license for the Tropicália kiosk will be canceled if the police point to the responsibility of the establishment’s owners or security guards in the murder of Congolese Moïse Kabamgabe, 24 years old.

In a statement, Orla Rio – concessionaire of the 309 kiosks on the beaches of Rio de Janeiro – reported that it had suspended the operations of the two kiosks that operate at the point where Congolese Moïse Kabagambe was allegedly murdered. The concessionaire claims to have requested “clarifications” from those responsible.

The company also said that it awaits the outcome of the police investigation and that it will unilaterally terminate the contract with a kiosk operator who is “legally found guilty of the crime”. In this case, it will repossess the kiosk and file its “own legal action to repair losses and damages”.

According to Kabamgabe’s relatives, he was beaten and killed by kiosk administrators and employees while collecting pay for two days worked. The crime took place on the 24th.

Shortly before, on the morning of this Tuesday, the mayor of Rio, Eduardo Paes (PSD), told the CNN that he did not rule out withdrawing the concession from the kiosk, but that he would consult the Secretary of Finance to find out how this could be done. “If (the concession) is individual, it is possible. If it’s from the company, it’s more difficult. We will see. We have to wait. So there is no answer now,” he stated. Pedro Paulo confirmed that the concession belongs to Rio Orla, which has a contract with administrators of the kiosks on the edge.
