Rio needs to reduce deaths due to police lethality, points out Brazilian Public Security Forum

Based on last year’s numbers, the Brazilian Public Security Forum (FBSP) states that the government of Rio de Janeiro needs to adopt the target of reducing police lethality by 66% in the state .

The patterns of police lethality in the state “remain very high and above the national average ,” according to the study. In 2023, the rate was 5.4 deaths in confrontations with the police for each group of 100 thousand inhabitants. THE The national average is 1.8 deaths for each group of 100,000 inhabitants.

The study measures the impact of the Federal Supreme Court’s decision, the Arguição de Descumprimento de Preceito Fundamental (ADPF) 635, of 2020, which restricted police operations in communities in the capital of Rio de Janeiro.

In 2019, the year before the decision, 1,814 Deaths Resulting from Police Intervention (MDIPs) were recorded in the state. In 2023, deaths due to police interventions resulted in 871, a drop of 52% compared to 2019.

The research also showed that, between 2019 and 2023, 99% of the victims were men, that 54.5% were between 12 and 24 years old when they were killed and that black people die 6.4 times more than white people in police interventions.

According to Samira Bueno, executive director of the FBSP, the lack of a public security policy in the state justifies the STF’s decision in relation to accepting ADPF 635 under the justification that Rio is experiencing an unconstitutional state of affairs.

“The numbers overturn arguments that the ADPF favored organized crime or resulted in the growth of crime. From 2019 to 2023 there was a drop in homicides, police killings, property crimes, cargo theft and robberies of passers-by; drug seizures remained stable and arrests in the act increased”

One of the study’s main indications is that the government needs to improve crime indicators and strengthen police control. Four out of every ten police reports from MDIPs do not include the age of the victims according to the analysis.

The FBSP also recommends improving the production of public data. The document points out that even today the state does not disclose how many people were killed by the Military Police and the Civil Police, and does not monitor the number of deaths in police interventions during police operations.
