After the National Council for Finance Policy (Confaz) freezes the value of ICMS charged on fuel for 90 days, the government of Rio de Janeiro will take a new proposal to the federal agency. This time, the idea is to reduce the amounts charged in charging another service that has shown higher expenses for the consumer: the electricity bill.
This Monday (1), during a ceremony that marked the beginning of operations at the concessionaire Águas do Rio, Governor Cláudio Castro (PL) stated that he will take the proposal to the body. Electricity and fuels have been pointed out by economists as the main villains of inflation.
“I’m selling the idea that we should not charge ICMS on the brand [tarifária]. Because the population is already paying one thing above. If you play the ICMS, it’s even more expensive, and those who suffer are the poorest,” said Castro, after the event held at the Palácio do Samba, in Mangueira, in the northern part of the capital.
At the end of August, the federal government announced the ‘water shortage’ tariff flag, whereby consumers pay an additional R$14.20 for every 100 kilowatt-hours (kWh) of consumption. The amount represented an increase of 49.6% in relation to the R$ 9.49 charged in the current tariff until then, the red flag level two.
According to data from the National Electric Energy Agency (Aneel) with figures from 2021, the average ICMS on electricity tariff revenue varies between 15.6%, in the case of Roraima, the lowest, and 28.2%, practiced in Rio de Janeiro, the highest.
Regarding the freezing of ICMS on fuels, decided by Confaz last week, the governor of Rio de Janeiro highlighted that he is in favor of the measure and does not see losses for the state, which is in the midst of a process of ratification of the Tax Recovery Regime together the Union.
“No harm done. In fact, [o estado] will fail to collect something that is too high. I’m super supportive. I even think the state is in a position to have a loss. I followed the other states in Confaz. It is a measure to prevent gasoline from becoming too expensive”, he concluded.

The document points out that official inflation, measured by the Broad Consumer Price Index (IPCA) should close the year at 9.15%, and stay at 4.55% in 2022.
