Rosfinmonitoring: Anonymity of cryptotrazacia is a myth

The anonymity of cryptocurrency transfers is myth, said Olga Tysen, head of the legal department of Rosfinmonitoring at the XIII St. Petersburg International Law Forum. According to her, despite the lack of regulation of the activities of cryptocurrencies and exchangers in Russia, they disclose all the data about the owners of cryptocurrencies at the request of law enforcement agencies, writes RBC Crypto With reference to TASS.

“Now they are already openly say that they issue information on the request of law enforcement and state bodies about the owner of cryptocurrency wallets and all the information on the open cryptocurrency key. <...> Thus, the anonymity of cryptocurrency transactions is currently a myth, ”said Tisen.

In accordance with the international recommendations of the FATF (FATF), virtual assets service operators, including cryptocurrencies, must collect data about participants in operations with cryptocurrencies.

Tysen said that the court is not required to obtain such information, since cryptocurrency transactions do not fall under bank secrets. All crypto platforms with representative offices in Russia interact with the authorities, the representative of the department noted.

Tysen recalled that large sites, including Binance, several years ago created separate sections on their sites for interaction with Russian law enforcement agencies. According to her, this practice complies with international standards.

Rosfinmonitoring also receives data on cryptocurrency transactions from banks. Earlier, the agency recommended that credit organizations pay increased attention to identifying operations that are potential assets and use any available tools for this, including monitoring of mention of bank details in the context of cryptocurrency operations.

It is also planned to introduce a service for the analysis of cryptocurrency transactions “Transparent blockchain” by the end of 2025 to the personal offices of banks. In February, Rosfinmonitoring Deputy Director Anton Lisitsyn told RBC that more than 12 thousand users were connected to the service – these are law enforcement officers and foreign anti -wir intelligence units, for example, in the CIS countries.

The Bank of Russia has been using the “transparent blockchain” for several years. The regulator report on financial stability for the 3rd quarter of 2023 states that the service was used to evaluate the attendance by Russians of the cryptocurrency book Binance, HTX (formerly Huobi), Bybit, OKX, Gate, MexC, Kucoin, Poloniex, Bittrex, Bitfinex, as well as Bing, as well as bing Bitmart, Bitrue, BKEX, BTCEX, COINW, COINBASE, PHEMEX, PROBIT, Whitebit, Exmo and Garantex.
