The Rosseti group, together with cellular communications operators, are working out a model for identifying illegal mining, said the head of the company Andrei Romin at the St. Petersburg International Economic Forum 2025 (PMEF).

According to Ryumin, the largest number of illegal miners are concentrated today in Dagestan, and the North Caucasus and Siberia are in the districts.

“For example, if the data transfer is even in large volume, then this is mining. We are now interacting with mobile operators so that they determine this and identify the locations where such objects are located, and help to understand whether they are legal. Discussions are held with Rostelecom, MTS, a working model is being developed, ”Ryumin said.

The press service of Rostelecom said that while the parties “discuss the general approaches on this issue.” The MTS said that cooperation with Rosseti has already been conducted in this direction.

In particular, in some regions, Rosseti introduced the decision of MTS Energytool, which, on the basis of artificial intelligence, analyzes Internet traffic and other parameters, including data from “smart” electricity meters.

“The areas with abnormal traffic are indicated on the map, which helps power engineers more effectively find illegal cryptocurrency mining,” said Oleg Aldoshin, vice president of MTS corporate business.

MTS also noted that, according to their estimates, in the first five months of 2025, the number of mining farms in Russia increased by more than 9%.

Earlier, the head of the Federal Tax Service (Federal Tax Service) Daniil Egorov said that in Russia it is necessary to create a transparent infrastructure for legal sale of the extracted cryptocurrency.
