Police on Tuesday arrested Abubakar Yangulbayev, a lawyer with the North Caucasus branch of the North Caucasus human rights group. The lawyer was arrested after police investigated and confiscated his electronic media, the organization said. According to testimonies of activists of the organization, Yangulbayev is in the police station of the city of Pitigorsk, while his lawyer is not allowed to meet him.
The Committee against Torture does not know the reasons for his arrest. “We are afraid he will be transported to Chechnya, where his life will be in danger,” the group said.
Late last week, Yangulbayev said that 40 of his relatives had been abducted in Chechnya and that this may be related to his professional activities or to the fact that the Chechen authorities believe that he is related to the Adat channel on the Telegram. According to him, strangers took his relatives to the police station, without accusing them.
Chechen President Ramzan Kadyrov recently said publicly that Abubakar Yangulbayev and Ibrahim’s brother may be involved in setting up the Telegram channel of the opposition 1ADAT anti-human rights movement in the area.
Yangulbayev has become the first person to say his relatives are missing in Chechnya. Prior to Yangulbayev’s ouster, opposition bloggers Aslan Artsughev, Tumso Abdurrahmanov, Minakil Malizayev and Hassan Khalitov had said they were missing. The Chechen human rights group Baifod also said that relatives of its founder Mansour Sadulayev and its representative in Germany, Mohammad Abdurrahmanov, had been abducted.
