Russia: Creating a “dead zone” in Ukraine takes time

The Russian military is still working to establish a “dead zone” in Ukraine’s Kharkiv province, the Kremlin says, but this will take time to materialize. President Putin said in May that Russia is creating a zone to protect its border areas from Ukrainian attacks, especially the Russian region of Belgorod, which is just across the border from Kharkiv.
